Is my husband wasting water?

My husband and I have this argument a lot. I tell him not to leave the water running while he is washing dishes, brushing his teeth, shaving, etc. I tell him he is wasting water. He says he isn't because it goes back to a treatment plant and gets recycled. We do live in an area where we get a lot of rain. But I hear all the time about conserving water. Does conservation only pertain to those parts of the country that don't get as much rain as we do? We live in Tacoma, Washington.
