Would you be generous in KL and...?

Would you donate to the homeless people on the sidewalks of KL? My firend would stop and give money to them. but i heard from "999" and "Edisi Siasat" that sometimes these poeple are controlled by syndicates. Sometimes they don't even look like Malaysians and they dress up real nice! Sometimes the mother holding the baby in her hands, the baby doen't resemble the mother at all. So I'm probably thinking...it's a scam?
