I'm US Citizen; I’d like to bring my Brother from Syria to the US. Parents Deceased, What is the easiest way?
There aren't any easy ways. As an American citizen, you can file an immigrant visa petition for him, but in this category, siblings of American citizens, it takes over 11 years from the time it is filed before the petition would be valid for use. You don't mention how old your brother is, although that might be a possible factor if he's very young. Otherwise, unless he can qualify for immigrant status on his own in some other way, there's not much to be done. He could apply for a Diversity Visa. Perhaps he could qualify for a student visa, although that doesn't grant any permanent status.
