Start Chad Pennington vs. Oakland or Tony Romo vs. Washington?

COme on its gotta be tony. He is just getting back but he had the best numbers in the nfl till he got hurt. Miamis offense is decent but with romo back the cowboys will start scoring again. He is good for two or three touchdowns and you have to start him.
